For your 1.5mm wall, 0.48 is much better for the slicer to say "let's print 3 walls instead of 2 + infill because 0.06mm gap is negligable". While cura defaults the widht to 0.4mm. Unable to do 4 walls because of 0.1mm so it prefers to do 2 walls and fill the rest with infill.
